FARMER Act set to improve US crop insurance

Senator John Hoeven, representing North Dakota, has introduced a pivotal piece of legislation named the Federal Agriculture Risk Management Enhancement and Resilience Act, or FARMER Act. This bill, designed with the agricultural sector in mind, aims to significantly bolster crop insurance by making higher coverage levels more affordable and thus more accessible to farmers across the United States. Hoeven's vision for the FARMER Act includes not only safeguarding but also enhancing crop insurance to ensure the longevity and resilience of the farm economy.

The FARMER Act proposes to increase premium support for crop insurance, specifically for revenue and yield protection, to levels not seen before. This increase targets both the Supplemental Coverage Option (SCO) and coverage at the 80% and 85% levels, thereby addressing the affordability issue head-on, especially in states where current costs deter participation.

Backing this initiative are several Republican senators, including John Boozman of Arkansas, who underscore the bill's proactive approach to meeting the needs of farmers and ranchers nationwide. Their support, alongside endorsements from over 20 agricultural groups, highlights the widespread industry belief in the necessity of the FARMER Act's provisions.

The proposed legislation comes with a preliminary price tag of approximately $4.2 billion over ten years, according to the Congressional Budget Office. Despite this cost, Hoeven and his supporters are confident that the resources within the existing farm bill budget can accommodate these improvements without necessitating additional funds.

As the agricultural community watches closely, the inclusion of the FARMER Act in the upcoming farm bill remains uncertain, with Senate and House leaders yet to schedule discussions. However, the act's potential to make a lasting impact on the agricultural landscape is undeniable, promising a future where farmers have better access to the tools needed to manage risks effectively.
