Governor Shapiro unveils $274M clean water investment

By Blake Jackson

Governor Josh Shapiro unveiled a significant investment of $274 million through the Pennsylvania Infrastructure Investment Authority (PENNVEST), spanning 30 projects across 22 counties.

These initiatives encompass improvements to drinking water, wastewater, stormwater, and non-point source systems, targeting issues such as lead pipe replacement, system rehabilitation, service expansion, and environmental contamination reduction.

The administration's primary aim remains ensuring access to clean water for all Pennsylvanians, underlining a commitment to public health and environmental protection.

Shapiro emphasized the importance of safeguarding public health and the environment, highlighting the role of these investments in upholding Pennsylvanians' constitutional right to clean air and pure water.

Acknowledging federal support from the Biden Administration and collaborative efforts with PENNVEST, Shapiro noted that over $12 billion has been allocated to preserve clean water infrastructure, ensuring the health and safety of citizens.

These funds stem from various sources, including state funds, federal grants, and recycled loan repayments, reflecting a comprehensive approach to financing vital water projects.

Chairman of PENNVEST, Dr. Brian Regli, commended the collective efforts over the past three decades, culminating in the milestone of $12 billion invested in clean water projects. He highlighted the transformative impact on communities, revitalizing aging infrastructure and promoting responsible land management practices.

This achievement underscores the ongoing commitment of the Shapiro Administration to prioritize the well-being of Pennsylvanians through essential infrastructure upgrades.

The funded projects span multiple counties and encompass diverse initiatives to address pressing water infrastructure challenges. Examples include the Altoona Water Authority's project to replace aging water lines, the installation of PFAS treatment equipment by Aqua Pennsylvania, Inc., and the consolidation of water systems in Indiana County for improved efficiency and service reliability. Additionally, projects in Lawrence County aim to replace lead-containing distribution lines, mitigating the risk of lead contamination and enhancing water quality for residents.

Furthermore, investments in Luzerne County focus on upgrading water storage facilities to improve water flow and quality, along with replacing deteriorating water transmission lines in Hazle Township to enhance service reliability and reduce water loss. These projects align with the broader goal of modernizing and fortifying Pennsylvania's water infrastructure to meet current regulatory standards and ensure sustainable access to clean water for generations to come.

Governor Shapiro's announcement signifies a concerted effort to address critical water infrastructure needs across Pennsylvania, bolstered by substantial investments and collaborative partnerships. By prioritizing clean water initiatives, the state aims to safeguard public health, protect the environment, and promote equitable access to essential resources for all residents.
