Helping Farmers Turn Conservation Plans into Action

For years, Jeremy Weaver worked within conservation agencies and noticed a common challenge among farmers. Although many producers had access to conservation programs, financial assistance, and technical guidance, the process often felt too complicated to begin.

"Complication leads to procrastination. There are a lot of great resources available," said Weaver, "but navigating them can be overwhelming when you’re also running a farm."

This realization led Weaver to establish Weaver Environmental Consulting, LLC, a Pennsylvania-based company focused on helping farmers understand conservation opportunities, secure funding, and complete projects that support both agricultural operations and environmental goals.

Before starting his own business, Weaver gained valuable experience with USDA-NRCS and the Lancaster County Conservation District. His background provided insight into both the technical requirements and administrative steps involved in conservation projects.

"My time with NRCS and the Lancaster County Conservation District gave me a strong foundation in both the technical and administrative sides of conservation work," Weaver said.

"I learned how conservation programs are intended to function, how funding is delivered, and what it takes to move a project from an idea to a completed practice in the field."

Weaver recognized that farmers often needed a connection between government agencies, engineers, contractors, and available programs. His goal became creating practical solutions that matched each farm’s unique needs.

"Every farm is different. Before talking about programs or practices, we spend time understanding the farmer's goals, concerns, and long-term vision for the operation," explained Weaver. "We don't let the program make decisions for the farm. The farm's goals should drive the process."

The company helps producers navigate programs such as the Agriculture Conservation Assistance Program (ACAP), which provides financial support for conservation improvements. Weaver Environmental assists with project planning, applications, coordination, implementation, and final certification.

"ACAP has become an incredibly valuable tool," noted Weaver. "Contractors also appreciate the program's efficient reimbursement process, which helps keep projects moving."

From manure storage upgrades to runoff management and stream protection projects, Weaver’s team helps farmers overcome barriers that can delay conservation efforts.

"At the end of the day, it's always the landowner's decision whether to move forward," said Weaver. "Our job is to provide information, explain options, and help them feel confident they're making the best decision for their family and their farm."
